If you're looking for the cheapest I wouldn't bother with a super short SYE on a TJ with a standard 4" lift unless you have the belly up or another factor that will increase the driveline angle or shorten your driveline length (ie Dana 44 rear axle which has a longer length at the yoke than a Dana 3...

If it's the CPS it should still crank, just not fire. I'm assuming it's not cranking since you said not even a click? I wouldn't always trust the Advance starter test. Several times I've heard of them testing ok and it is still a bad starter. Did you try jumping the starter? I would also check your ...

If you feel motivated since you already have them, you can open them up and remove the blue film on the inside. Then they will be white.

I didn't read through everything, but is there a reason why your brake backing plates and calipers are on backwards? Normally the caliper is on the rear side of the axle and the e-brake cable runs through the hole in the backing plate bracket and ends at the lever, unless it has something to do with...

It's going to be noisier than before with a tummy tuck because now you are sitting on top of the driveline with little space between it and the body. You should not have vibes, but you will get more noise.

Stability is not an issue but it will nickel and dime you along the way. You should install a ladder/traction bar to reduce axle wrap, a slip yoke eliminator and drive shaft, and the steering will need to be addressed.

It'll save you a lot of money and work fine with a 3" lift. They come with clamps so you can route them down the control arms like factory or in a different location if you prefer.

Just so you are aware, you cannot use the ProCal on another vehicle without restoring the original vehicle back to stock specs. Most of the programmers nowadays are set up the same way.
